need an S3 bucket that the BMO devs can upload to for storing carton tarballs. tarball contents are perl modules and cpanfiles, so nothing sensitive, so the bucket can be public-read, which also makes it easier for Nubis, SCL3, and maybe even version-control-tools, to use.
