On https://www.mozilla.org/en-US/firefox/organizations/all/ the version presented by default is 45.0, it should be 38 as we don't want to promote it until it is more stable
Are we working on stabilizing ESR? Maybe if there are stability chemspills of 45.0.x, but certainly not all the way to 45.2 (i.e. Fx47). The two-version support overlap is for ESR38 laggards (distributed by admins of those installations, or updates). We want new people to get on the new ESR rather than something that has one release left of life. If ESR 45 isn't stable enough for ESR users then Firefox 45 wasn't stable enough to release. Let's focus on that problem rather than changing the ESR plan.
We usually say to sysadmin that they should move to the next one at the end of the previous cycle. However, I guess they know the context. So, I don't mind closing this issue.
