User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:46.0) Gecko/20100101 Firefox/46.0
Build ID: 20160307004010
Steps to reproduce:
Loaded Forecast.io and bugzilla.mozilla.org (While trying to report what happened, the same occurred trying to report it)
Actual results:
Entire page goes blackish-gray, able to see some text and images. Most elements are not shown until hovered over with a mouse
Expected results:
The pages should have loaded correctly.
Could you type about:support in the location bar and paste here the section "graphics".
In addition, if you disable HWA, does it render normally?

Sorry for the late follow up. I do not see this problem when hardware acceleration is disabled.

The issue is probably due to outdated drivers for your GPU AMD Radeon HD8490, date 1-15-2013 is too old.
Please update them to the latest version (15.7.1) and turn on HWA again in Firefox:
