STR:

1. Use a Retina Mac.  Open a few windows and tabs.
2. Connect to an Apple TV.  (I suspect the thing that triggers this is the change in the screen resolution here.)
3. The foreground tab gets rescaled a few times until it gets drawn correctly.  The background window tabs will now render at half the correct scale (see screenshot).  Reloading fixes things.

We've had this bug for a while.  Sorry for being lazy in filing it, but it's not a recent regression.
Maybe dupe of bug 1154125. I've seen a few of these bugs in the past, not sure if they all got dealt with or are sitting open somewhere.

Ehsan, does this still occur in latest Nightly? If not, I think we can resolve it as a dupe of bug 1154125.
