Steps to reproduce:

1. Start Nightly
2. Go to "https://developer.mozilla.org/bn-BD/Firefox"
3. Switch to Reader mode
4. Open narrate-control
5. Click Start button


Actual results:

narrate-control is closed automatically if cannot narrate in the last scrolled page. In other language pages, it is not closed automatically.


Expected results:

Is this behavior correct? If not, narrate-control should not close automatically even if cannot narrate in the last scrolled page.
