When an un-vouched mozillian signs in, they just get dumped back at the login page without any credentials or any indication of what went wrong.
I think the fix here is just to generate credentials anyway, even if that just includes the client-management scopes (and thus isn't very useful). At least they'll get some credentials.
Elena: please have a look at the patch, now that you know a thing or two about how we handle credentials in TaskCluster.
