First of all, it doesn't matter how many items there're in overflow panel.
Only the presence of scrollbar is required to reproduce this bug
0. Launch new profile.
1. Move all toolbarbuttons except "Bookmarks" button to the end of Navigation Toolbar.
2. Move "Bookmarks" button to Australis Menu (≡). Right-click that button, click "Move to Toolbar"
3. Resize the Firefox window so that "Bookmarks" button was invisible in Navigation Toolbar (was
   automatically moved to overflow panel), and there was a scrollbar in overflow panel
4. Click overflow button, scroll it to the end then click dropmarker of Bookmarks button
5. Click overflow button to open overflow panel

AR:
 After Step 4 overflow panel content shifts to the right, then the panel disappears
 After Step 5 content of overflow panel is still shifted to the right

ER:  Either X or Y
 X) Overflow panel content shouldn't shift after Step 4
 Y) Overflow panel content shouldn't be shifted after Step 5 (aka "at least fix this case")
