The Bookmark 'Add,File,Manage' are not visible!

Details
If you have previously scrolled the bookmarks down to the bottom, you have to
laboriously scroll all the way up to the top to 'Add Bookmark'. It would
make more sense IMHO to always have the 'Add Bookmark', 'File Bookmark', 'Manage
Bookmarks' options visible.
The scrolling should start with the bookmarks themselves.
There is no need to flame me if this is a silly idea, as I am just making
a suggestion (as you will see by my severity option!)
