1. Save and extract attached "testcase 1".
  (I recommend you to extract it into a folder with a short name)
2. Open .html file (you can disable JavaScript if you want)
3. Hover mouse over "D" and "B" in the only word "IndexDB" on the page
4. Hold left mouse button
5. Move mouse between "s" and "e" in the only word "database" on the page

AR:
 During Step 5, text selection jumps to the beginning of the page when I
 move mouse over the bottom part of the <blockquote> element (visually)

 Text selection shouldn't jump anywhere

I cannot reproduce this bug. The drag start is in a <blockquote> whose position is relative. So I guess that we improved something around it.
