Mozilla pops up an alert box for sites that are blocked in a Hosts file each time 
the host is loaded from a webserver


Reproducible: Always
Steps to Reproduce:
1. add a site to Hosts file
2. view a website containing site in Hosts file


Actual Results:  Mozilla pops up an alert box stating the host could not be found


Expected Results:  Mozilla should not popup and alert box if a host is being 
blocked or filtered.
Mozilla should not try guess why a host is unreachable, only report it.
