Details

At the moment we have an atomic trigger threshold that we update every time an arena is freed by background sweeping.  It would be simpler just to update this on the main thread after background sweeping has finished.

I had a go at doing this in bug 1254108 but it regressed the splay benchmark (in particular the latency benchmark).
