We don't set this flag in Fennec currently If we want to measure this, we need to add a histogram probe somewhere, modeled after the desktop version: http://hg.mozilla.org/mozilla-central/annotate/5e14887312d4/browser/base/content/browser.js#l1360

Bug 1251749 should help with this, although it won't tell us how many users actually have this pref enabled or not. As much as I don't want to add more histogram probes, we should probably just add this desktop logic in somewhere, to at least get a sample for a release.
