Need to update TV FTU:
- Add animation of down arrow and hide OK button to let users know they should scroll down when entering the privacy policy page

- When scrolling down to the end of the privacy policy page, hide the arrow and show OK button so users could know it is end

@Rex,

This patch improves scrolling down experience:
- Make down arrow animation to let users know they should scroll down to read overflow contents
- When scrolling down to the end of content, hide arrow and show button so users could know it is end
