Steps to reproduce:

My sister tried to register on the Firefox support forums but she is unable to because there is no option to register for an account anywhere on the page.

On her laptop, she tried

Googling "Firefox support forums"
clicking the support.mozilla.org result
clicking "sign in"
page called "log in/register" shows


What I did:
I logged out on my computer and went to the same page to verify


Actual results:

There is a sign in option and a ask question option but there is no register option despite that the page title says sign in/register


Expected results:

There should be an option to register for an account on the sign in/register page

On top of the page is an "Ask a question" option, and if you use it the process will ask you for credentials at some step (see the attached screenshot). 
Your initial motivation for going to support.mozilla.org is likely that you have a question, hence this seems to be intentional and I don't see a good use case why to change the current behavior.
