I think it's just that we forgot we need to bump the version_display.txt file if we're going to skip a beta, in this new world of release promotion. The file is correct now on tip because Fennec bumped it as part of the old release automation, but desktop used the earlier revision of ccd48b57944a.
The 46.0b4 version is now correctly shown in both about:support and Help - About dialog for build 2. https://archive.mozilla.org/pub/firefox/candidates/46.0b4-candidates/build2/
