The secrets editor has the hint "garbage/<ircnick>", yet pretty much nobody has the scope to create or get such a secret.
I think we should add this to the `project:taskcluster:tutorial` role so that everyone, even unvouched mozillians, has access to it.
It would be neat to also add a little react magic to the secrets UI when the secret name starts with "garbage/" reminding the user that the value is NOT actually secret.
