Details

The errors in the WebRTC spec appear to have stabilized, so we should update the errors we throw in RTCPeerConnection to match. http://mxr.mozilla.org/mozilla-central/source/dom/media/PeerConnection.js?rev=b74f55997272#1304
Mass change P2->P3 to align with new Mozilla triage process.
