Bug 1124033 added -wd4312 to CXXFLAGS in media/webrtc/signaling/test/moz.build to work around a compiler warning turned into an error in VS2015. This bug tracks removing that compiler flag.

This /might/ be a duplicate of bug 1257317 and/or bug 1259308.
