"Compose messages in HTML format" dropped when "Edit Message as New"

Steps to reproduce:
I have for my account Composition & Addressing, - "Compose messages in HTML format".
All goes well ... when composing the html-formatting bar is present ... then I send the mail, and SM propose me to send in "html and plain text" or in "html only" or in "plain text only".
When I choose in "plain text only" .. the mail is sent in plain text only - so far, so good.
Then, per exemple I need to sent this mail to another friend, so I do "Message" - "Edit Message as New" ...
AND the html-formatting bar is NOT present evenwhile my option "Composition & Addressing" is "Compose messages in HTML format".
So I cannot add some html gadget for my "another friend".
Actual results:
html-formatting bar is NOT present when I use "Edit Message as new" when the original was sent in plain-text.
Expected results:
html-formatting bar MUST be present when doing "Edit Message as New" and that the option "Compose messages in HTML format" is SET.

Why? Please state Help contents, other software behavior or other arguments underpinning your expectation.

Just to say that due to the fact that the option "Compose messages in HTML format" is SET I was expecting to have the html-formatting bar present.
So I can add html gadget.
Note: I have been told that because the original mail was sent in plain-text, the "Edit As New"-mail is not in the html format. However, I think that the transformation of a plain-text page into an html page must be easy.

that's my argument why I think that the current behavior is intended. And I can not see much sense in using a plain text e-mail as template for a HTML mail.
But if you have good arguments for an enhancement (useful for many users) why SeaMonkey should be able to transform a plain text email to a html email you should submit an enhancement request in a separate bug report.

Just to says that if it can be done when we do a "reply", it can be done when we do a "Edit Message as New" - This is not an enhancement, it's just solving a bug.
