[Steps to reproduce]:
1. Open Firefox using a clean profile.
2. Click on the Menu Panel and Enter Customize mode.
3. Drag the downloads icon into the panel and exit.
4. Start to download a large file (i.e. http://www.ubuntu.com/download/desktop/thank-you?country=RO&version=14.04.4&architecture=amd64 ).
5. Open the Menu Panel and observe the downloads icon.

[Expected result]:
The downloads indicator should reflect if a download is in progress, as it does when the icon is located into the tab strip.

[Actual result]:
Downloads indicator does not reflect that a download is in progress.

[Regression range]:
This issue is not a regression.

Yes, the assumption is that by customizing the button away from the toolbar the user is expressing the preference for using the Library window instead of the Downloads Panel and the Downloads Indicator for the purpose of tracking progress and completion.
