1260275 - Urlbar doesn't show decoded url during page loading if I clicked a link

There're 2 scenarios: A and B.

Steps_To_Reproduce_1:
1.A) Hold Shift and middle-click this link: http://briangrinstead.com/files/sleepy.php#абвг
1.B) Copy that link in clipboard, open new tab, paste the link into urlbar and press Enter
2.   Look at urlbar value
3.   Wait until the page is loaded, then look at urlbar value again

Actual Result:
 A)
  After Step 2 urlbar displays "http://briangrinstead.com/files/sleepy.php#%D0%B0%D0%B1%D0%B2%D0%B3"
  After Step 3 urlbar displays "http://briangrinstead.com/files/sleepy.php#абвг"
 B)
  After Step 2 urlbar displays "http://briangrinstead.com/files/sleepy.php#абвг"
  After Step 3 urlbar displays "http://briangrinstead.com/files/sleepy.php#абвг"

Expected Result:  
 After Step 2.A) urlbar should display "http://briangrinstead.com/files/sleepy.php#абвг"

Note:
1) As a Russian-speaking user, I often encounter this bug on Wikipedia(RU) and other russian sites.
2) When I hover the link, status bar says "http://briangrinstead.com/files/sleepy.php#абвг"
