Description

We have an old legacy file in our base JS bundle that acts as a polyfill for input placeholders. After a quick discussion on IRC we agreed it's time to remove this from bedrock, since all major browsers have supported placeholder natively for some time now.

It seems the file may not have actually worked for some time already, so it's just taking up bytes.
