Steps to reproduce:

1. Watch any videos on Youtube or Facebook. Take this one as a test: https://www.youtube.com/watch?v=-YGDyPAwQz0 or this https://www.facebook.com/afvkids/videos/1096171280441507/
2. (Youtube) Click on the gear icon and change the quality to 480p or 360p or 240p


Actual results:

The video are lagging and jumping (or whatever it called). It does not happen when i change the quality to 720p, 1080p and above.

Expected results:

Smooth playback on lower quality below 480p
OS: Unspecified → Windows 10
Hardware: Unspecified → x86_64
This bug was started after 41 update. It is happen on any computers. 

If you are unable to reproduce the bug, please run a PC games, such as World Of Warcraft. let it running in the background and try reproduce the bug again.

It is NOT a graphic card or driver's problem because it is not happen on any browsers. no matter how much GPU usages, the playback is still smooth. I don't want to disable the hardware acceleration because it will just slow down browsing
