Steps to reproduce:

I simply have an image that should be zoomed on hover using transform:scale. See file attached.


Actual results:

Sometimes it flickers. Usually when you refresh (especially with ctrl + F5), or let the tab open for some time, and it is more likely to happen when reference an image locally.

NOTE1: When tested with version 44.0.2, there was no flickering.


Expected results:

No flickering.
