Step to reproduce:
1. Open Nightly and go to Settings
2. Take a screenshot
3. Go back to "Bookmarks" panel -> "Screenshots" folder

Expected results:
- A snackbar should be displayed "Screenshot added to bookmarks"
- The screenshot is displayed in "Screenshots" folder

Actual results:
- No snackbar is displayed
- The screenshot is not displayed in  "Screenshots" folder

Note:
- after taking the screenshot in Settings menu, quickly tap the "back" button to go to about:home, to exit "Settings", the snackbar is displayed and also the screenshot in "Screenshots" folder
If the screenshot feature is for creating a signal for a web page, should be ignore any screenshot that is taken without "viewing" a web page?

Yes, we should make sure we only save screenshots when viewing web pages.
