Just to sum up the state of things in-tree w.r.t. single-locale repacks (since I made a bit of a mess of it)
* bug 1251068 fixed m-c via revs 47d62269142c and 536d8142d8dd; that was uplifted to m-a
* m-b got fixed separately at rev 89effb961712, but didn't fix the release case at the same time, so now that's missing on post-merge release
* attachment 874165 would fix release and land there only

After we're done with this set of merges we'll have m-a --> m-b with the full set of fixes, and m-r with the spot-fix. After the next set we've got the full set up to m-r.
