My patch in bug 1239083 includes a new script `icu_sources_data.py`, which builds a copy of ICU using configure+make to generate the ICU data file. Currently it duplicates the set of CXXFLAGS we pass to ICU when building it in-tree. We should instead figure out some way to share those so they don't get out of sync.
