126272 - Don't show "Publish to" item in File menu if no publishing sites available

found using 2002.02.18.10 comm bits on linux rh7.2.

to observe:

go to the File > Publish menu, and you'll notice that there's a Publish submenu
there. why is there a single, redundant submenu here? for multiple servers or
something else or is it unintentional? in any case, selecting this brings up a
dialog with tabs for Publish and Settings.

The submenu should be "Publish to" and contains a list of the publish sites that
have been supplied by the user. Maybe the menu text isn't correct? There's a new
patch to publishing UI bug 88208 that takes care of this, but what seems logical
is to hide the "Publish to" item if no publishing sites exist yet.

should we make this bug the bug to remove the publish to hierarchical menu or
just invalid it since it won't make sense if there isn't a menu ;-)

The "Publish to" menu doesn't exist anymore in latest version.
That patch will be on bug 88208, so I'll just dup to that

verified this fix in today's 3/8 trunk build. This was fixed as part
of 88208 landing..
