No mail has gone thorugh thunderbird-drivers in the past 24 hours and nothing is being held in moderation. I know of at least 3 emails that were sent to it - from kmoir@mozilla.com, jsabash@bellatlantic.net and myself
bug 1149834 is an example of a past problem - but I don't think it's the most recent.
Would it make sense to do what is suggested at bug 1175638 comment 13?
(I doubt I have access to https://mana.mozilla.org/wiki/display/SD/Spam+Filtering+for+mailman+lists )

It appears that emails are also not getting through policydev@mozilla.org. Chris Riley received that same delivery error message when he sent an email to policydev@mozilla.org.
Hi, thanks for mentioning the TLS issue! That helped us identify the underlying issue (broken intermediate on a Postfix server rebuild yesterday), and with that repaired, it *appears* that we're processing inbound mail correctly now. Could you let us know if your messages start to arrive?
