Arrow keys don't work from URL bar after typing partial address

Details
This seems to have changed in a recent build, because it used to work. I'm
using build 2002021608 in Win98. Go to the URL bar and start typing the start
of a URL that matches several places you've been to before, and you'll see the
possible addresses show up in the pulldown menu as they should. However, the
down arrow key doesn't take you to these addresses as it used to. You need to
use the mouse to select one of them if you want it. This is annoying, as I'd
gotten used to using the arrows for navigation in these cases.

You can use the 'tab' key to go down.
