Speaking with relops puppett folks it looks like the testers started pulling the entire puppett catalog at some point which is causing this overwrite and may be causing a few more issues. Example of a good puppett run: https://foreman.pub.build.mozilla.org/reports/19468884 Example of a problematic puppett run: https://foreman.pub.build.mozilla.org/reports/19469605 Need to zero in on this change ASAP it could be a change in user-data or puppett.

For the time being the quick patch was to add the VERSIONS file to base with the contents of "1.9.0". Base patched, cloud tools updated and new golden generated.
