It seems as if it is not possible to drag an item in the bookmark list to the
top, so that it becomes the first bookmark.

Reproducible: Always
Steps to Reproduce:
1. Try to to drag an item to the top of the bookmark list.

Actual Results:  No indicator appears that the item can be dropped as the first one.

Expected Results:  The usual indicator when dragging bookmarks should appear.
After releasing the most button, the item should become the first one in the
bookmark list

Yes, I can reproduce it using 0.9.8.
Build 20020214 Win2K: Works fine if dragging in/to bookmarks window opened with
"Manage Bookmarks...". Does NOT work (show the indicator for topmost item) if
dragging an item to the bookmarks via the button in personal toolbar, although
it is still possible to drop it to the top of the list. Same thing with both
Classic and Modern themes. Confirming. This might not be OS specific...

"fixed" but now, it's not  possible to drop at the bottom of the menu haha.
