The issue has been observed on Windows 8.1, but I'm pretty sure other Windows versions may exhibit the same behaviour, too. Product versions affected are Firefox 43/SeaMonkey 2.40 (as well as earlier versions with HW acceleration). Certain graphics card driver settings (particularly, "Application Optimal Mode" and "Conservative Morphological Anti-Aliasing" for Intel HD Graphics) may cause: 1. fonts being displayed antialiased when system-wide AA setting is "off" (for both full-pixel AA and ClearType), or 2. visual glitches with fonts display (see the screenshot attached). The only workaround it to turn HW acceleration off or, more particularly, set layers.acceleration.disabled to true. More information is available at <https://superuser.com/questions/1064589>. Even if this issue does not result in any code changes, I believe it makes sense to describe the above behaviour in the Release Notes.

Your bug is probably a dupe of bug 1145987 (Intel HD Graphics). A previous bug has been filed for AMD (bug 612081).
