We have found in Bug 1253063 that Bugzilla uses the squid proxy server that does not support SNI, a server using multiple TLS certificates. Since replacing squid is not planned in the near future, it would be nice to have a note on the mysterious 503 error, so that Bugzilla API clients can workaround the issue in some way. As I implemented for BzDeck, Let's Encrypt is an easy solution with no cost.
