Steps to reproduce:
Only open thunderbird or open the Help>about in Windows
Actual results:
Thunderbird do not detect that there is a new version
Expected results:
Thunderbird should detect the new version, download, and install it automatically

We play tricks with this. When a major release first comes out, we set or throttle the update rate. This weekend there are no updates. If you want to test the update feature, you need to wait.
Otherwise you can manually install the new version from here:

Yes, currently automatic updates are currently disabled, and thunderbird reports that it is "up to date".
When updates do get reenabled, they will be automatic
