We play tricks with this. When a major release first comes out, we set or throttle the update rate. This weekend there are no updates. If you want to test the update feature, you need to wait. Otherwise you can manually install the new version from here: https://www.mozilla.org/en-US/thunderbird/all/
Yes, currently automatic updates are currently disabled, and thunderbird reports that it is "up to date". When updates do get reenabled, they will be automatic
