As part of the "refresh" procedure for downloads with blocked data, we should detect when the blocked data is removed from the file system and treat it as a confirmation of the block. There is an edge case where we could lose track of a blocked download if the profile is used temporarily while the blocked data is not accessible, but we can guess that most users in this situation, for example using the profile on multiple platforms or downloading to USB sticks, will probably know how to find the ".part" file in the file system if needed.
