Previously, we were logging UNABLE_TO_PUBLISH exceptions from the sdk with more detail about the messages associated with them.

However, when we landed bug 1210754, we lost the details we previously had, and also started logging all UNABLE_TO_PUBLISH exceptions, regardless what type of publish.

We need to go back to something similar to pre-bug 1210754 to get metrics clarified better.
