I'm not entirely sure how we'd evaluate this (kar suggested snorp would have some ideas), but basically we want to make sure that the FlyWeb stuff we're putting in has no impact on battery life if FlyWeb is not being actively used.

My understanding of FlyWeb is that it's perfectly inert unless the user starts scanning for FlyWeb devices or a page starts advertising itself as a FlyWeb device. But I want to make sure we ensure that's the case, for Fennec's sake.
