doesn't auto login to security device token when signing messages the first time (FIPS)

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36
Steps to reproduce:
1. restart thunderbird and insert a PKCS#11 token
2.create a new message and try to sign it
3.signing fails,error message : unable to find the certificate
4. login to PKCS#11 token in device manager
5. sign again,and success.
Actual results:
when signing message for the first time after TB start(and when eject and re-insert a PKCS hardware token), TB don't login automatically. in version before 45( 38,etc),TB auto login in this case.
Expected results:
can TB auto login to token if not already so.
