Over in bug 1251338 we added support for e-mail notification on changes to tables. Currently, this is enabled for any changes to Rules or Permissions. Releases changes too often for it to be useful to send mail on _any_ change to them, but Nick suggested that it would be good to notify if a Release that was marked as read only changes back to read-write.
