1266439 - temporarily make emulator64 instance type be c3.xlarge only

while working on validating talos in the cloud we found that the runtimes on the tst-emulator64 machines was great, but the data was too noisy.  The tst-emulator64 type uses both c3.xlarge and m3.xlarge, lets restrict it to one type for a day and get some try pushes to collect a lot of data
