Launching Firefox for the first time with a URL on the command line doesn't show firstrun

If you have a fresh install of Firefox (never started), and then invoke firefox with a URL: firefox http://www.yahoo.com You get the migration dialog, and then Firefox launches directly to the URL. You do not get any of the standard firstrun experience. If we are launching for the first time, we should always show the first run experience, even if we are being passed a URL (the passed in URL should open in an additional tab).
I disagree with my assertion.
