Actual results:
extensions.blocklist.enabled provides the ability to be enabled (downloading blocklist.xml in intervals and making use of it) or to be disabled (not downloading blocklist.xml and not making use of it).
Expected results:
This option could be enhanced to also support making use of an existing blocklist.xml without downloading it. This could be useful if multiple profiles are managed by a global blocklist.xml that is fetched with external tools for example from a cronjob.

I think you can accomplish this by setting extensions.blocklist.url to an empty string or some fake URL.
