1. Open any html w/ writing-mode:vertical-rl e.g., attachment 8606769 [details]
2. Try Element inspector
Actual Results:

with the STR, I can't even see the tooltip, and when I see it, it's not in vertical-rl (which I'm not sure is a good or bad thing)

let's close this bug, the original issue is gone, we can have a dedicated bug for the non-visible infobar on some elements (Bug 1966647)
