rt click link, save as
[windows-logo-flag-key]-E, browse to downloads from user account
not there, so hit F5
rt click link, save as

work first time.
Can you explain the "[windows-logo-flag-key]-E, browse to downloads from user account", its open a new explorer window, and why to F5?

ummm, if you don't know the windows key, you need a modern keyboard. please try something within the 1998 or later range. yours is probably a mac keyboard, AT, or XT keyboard.
this bug closed a little soon, didn't it? try reading for once. eyes heavy? is it the lights? too blue? try using a different vendor for the lights. light emitting designs makes some good stuff.
this is 2nd bug within last day or so that got fly-swatted for no seemingly good reason.
YF(Yang) doesn't understand that F5 is refresh on every browser except lynx. I will try to wait a few months, I can see from the existing state of ff that it needs some major work.
Q: why do tabs take SO mush RAM? why is the memory leak back as a regression? do you know about c++'s lamba and with it try
{#include "somefile.cpp"} for a lambda function body. that was its original purpose.
I can't understand the steps to reproduce, Windows+E hotkey open a new window and leave the Firefox window.

Quite simply, your steps are VERY much unclear and incomplete.
Let's look closing at what you wrote...

[step missing - you need a link which points to a file. _What URL are you using?_  And please don't tell us to pick one.)
step 1 - rt click link, save as
step 2 (unnecessary afaict) - windows-logo-flag-key]-E, browse to downloads from user account
step 3 - [file] not there, so hit F5 [hit F5 in which window?  in previously opened DL window?  In previously opened Windows Explorer?) 
step 4 - rt click link, save as [impossible - without first closing previously openeed DL window]
