If Kafka is not doable then a Heka protobuf stream will suffice. This data is intended to feed the new plugin tester and debugging tools.

This was completed in 2016 q4 and updated in q1 2017 for bug #1331880. The plan is to provide access to a 100% kafka stream as we migrate from dev to the new data IAM.
