We've got this request from a local user. He suggests behavior similar to Opera (screenshot) with a dialog where user can paste/type custom URL. Current option to add custom pages (via bookmarks https://support.mozilla.org/en-US/kb/customize-new-tab-page) is a little cumbersome.
An entry in the page's 'New Tab Controls' would be nice. However, if a New Tab page is open, you can drag from the address bar, hover over the New Tab tab until it pops open, then drop the address onto the tiles. This is still a bit klunky - Firefox seems slow to switch tabs, and you can't drag+hover over the "Open new tab" button to open a new tab if one isn't available - but you don't have to make a bookmark to do it. You can't drag from the History or Bookmarks menu onto the tab, though. Wouldn't you think we could?
In Activity Stream, this is possible by editing an existing tile.
