I'm not sure if Firefox is wrong, but I'm filing this anyway.

Steps to reproduce: Open the URL.

Actual result: even if the page is wider than the viewport, no horizontal scrollbar will be displayed and only the end of (leftmost) part will be visible.

Expected result: horizontal scrollbar should be displayed.

Chrome, Edge, and IE works as expected.
Summary: Firefox does not scroll the page horizontally → Firefox does not scroll the page horizontally in vertical writing mode
The problem occurs if witing-mode was specified to body element, but not to html element.
