Make optimised Pentium 4 builds of Mozilla for Windows and Linux

Details
The P4 is substantially different than the P3 and there should be an optimised
Tinderbox for Windows and Linux (If g++ is optimised for P4) that is offered
for people to use that have a P4. There would be a sufficient performance
boost for them. Included should be support for hyperthreading - especially
since I'm planning on getting Prestonia chips ;-) (http://news.com.com/2100-

We don't have enough resources to cover the build configurations that we
currently support much less to start making & supporting specific-processor
optimized releases. <Insert someone saying that mozilla.org is not a Mozilla
end-user distributor.> Feel free to help yourself to the source and contribute a
P4 optimized build.
