Steps to reproduce:

Used Firefox 45.0.2 to get a directory listing of
https://ftp.mozila.org/pub/firefox/releases/46.0

Downloaded the SHA512SUMS file which is way to short compared to other releases
Searched the downloaded SHA512SUMs file and found no SHA sums for files in the /win32 or /win62 directory.

https://ftp.mozila.org/pub/firefox/releases/46.0/SHA512SUMS is 186K

https://ftp.mozila.org/pub/firefox/releases/45.0.2/SHA512SUMS is 512K

As a result, I am unwilling to install updates on machines until I can confirm that the exe files are uncorrupted. 


Actual results:

The SHA512SUMS file in ftp.mozila.org/pub/firefox/releases/46.0
is too short and missing SHA512 sums for files in the /win32 or /win62 directory (maybe also other directories).

Many users could be harmed if the win32 or win64 files on:
https://ftp.mozila.org/pub/firefox/releases/46.0/
have been corrupted and can't be verified by SHA signatures


Expected results:

https://ftp.mozila.org/pub/firefox/releases/46.0/SHA512SUMS
should be about 512K, not 186K
